Brief Answer:
A list of possibilities; diagnosis required; a few suggestions for now

Detailed Answer:
Hello ma'am and welcome.

Thank you for writing to us.

I have gone through your query with diligence and would like you to know that I am here to help. There are more than 2 causes for flaking of the eyelids and so I shall list as many come to my mind and beside each of them, how exactly we should approach treating it:

+Blepharitis: Topical antibiotics on the eyelids, steroid eye drops to control inflammation, and keeping the eyes and eyelids clean at all times

+Dry eyes: Using artificial tear drops (e.g. hydroxypropyl cellulose)

+Contact dermatitis: Mostly occurs due to an allergic reaction or irritation (e.g. cosmetics), and is reduced completely as soon as the allergen is discontinued

+Conjunctivitis: But presents with other symptoms like itching, tearing, discharge that when dried forms a crust, etc. Treatment depends on the causative factor (e.g. bacterial source needs antibiotics, viral source subsides itself without treatment, allergic requires anti-histamines, etc.)

So the aim of management depends on diagnosis ma'am, but for now you can try to go about a mixture of everything, but only until you can manage to visit a doctor:

+Use artificial tears (available over-the-counter at any pharmacy)
+Use steroid and antibiotic eye drops (try to get a combination of steroid and antibiotic like ciprofloxacin and dexamethasone)
+Keep your eyes clean at all times
+Do not touch your eyes with your hands
+Anti-histamine: anything you can get your hands on

I hope you find my response helpful. Please feel free to write back to me for any further clarifications, I am always here to help.

Best wishes.
