Question: My right eye has an unusual thing going on. In a dark room out of the corner of my eye I see quick intermittent streaks of light. In daylight, I see the outline of a 1/4 " circle floating across my vision. This just appeared 2 days ago.

Brief Answer:
Possible retinal detachment. Consider going to an ophthalmologist asap.

Detailed Answer:
Hello,

Thank you for using Healthcaremagic to post your health query.
I read carefully your question and I understand your concern.

What you are describing seems like it is happening something which is called Retinal detachment. You need to rule this out of confirm as soon as possible by doing an eye examination to a local specialist. If the retina detachment happens you may lose partially of fully your vision in that eye. That makes it more possible if you have been using eye glasses for a long time.

Hope this is helpful.
Let me know if you need more clarifications.
