Detailed Answer:
Hello and welcome to healthcaremagic

I am Dr. Kakkar. I have gone through your query and I have understood it.

I would keep a possibility of Icthyosis Vulgaris which is an autosomal dominantly inherited disease. Icthyosis vulgaris is due to defective fillagrin gene/mutations thereby leading to a defective epidermal barrier.

People with dry skin have inherited low water retentive capacity in there skin which leads to increased transepidermal water loss into the atmosphere, specially when the weather is dry and cold in winters. Low humidity weather has the same effect.

Repeated washing with soaps exacerbates the condition.

Moisturisers specially those that contain hygroscopic and keratoloytic agents like ammonium lactate, urea, lactic acid, glycolic acid, hyaluronic acid etc are specially useful in these patients.

I would advice that you use a good moisturiser specially in dry weather, to keep your skin soft and hydrated. Moisturisers should be applied as frequently as possible.

One particular brand of moisturiser which I prefer for application on hands and fee, is the one containing ammonium lactate 12% marketed by Ranbaxy in XXXXXXX

Avoid using soaps, instead use a gentle cleanser like cetaphil cleansing lotion

Migrating to a tropical country if possible would be an ideal case scenario, if that is possible.

Regards
