Brief Answer:
Polyhydroxy acid based cream, Retinol cream and Chemical peels are useful

Detailed Answer:
Hello. Thank you for writing to us

I have gone through your query and I have understood your concern.

It can be quite difficult to get rid of dark circles completely.
Nevertheless there are effective topical remedies. Chemical peels can also be tried for dark circles.
In my experience, Polyhydroxyacids like lactobionic acid and gluconolactone work good for reducing dark circles. They are available in cream form e.g Melacare plus cream (Ajanta pharma). It can be used twice daily for 2-3 months.
In addition in my patients I usually suggest and recommend a few sessions of chemical peeling, particularly Retinol Peel. Other peels like glycolic peel 20%-35% , TCA peel 10%-15% can also be tried. Chemical peels are usually performed by dermatologists at their offices.
Retinol is also available in a cream form e.g EGA cream (Curatio pharma) contains Retinol in addition to Vit K and can be used once daily at night for 2-3 months.
These creams, which I have suggested, are prescription products and should be used under supervision of a doctor. Chemical peels are of course done by doctor and are not for home use.
I suggest that you visit a dermatologist in your region for an assessment of your problem and for the needful.
Eye strain due to working long hours on computers and lack of regular 6-8 hours of sleep may also play a role in dark circles. Therefore general measures like regular 6-8 hours of sleep and reducing time on computers and TV also helps.
