Question: I have a cut in the upper neck of my penis and its been 2 weeks since I had sex and there are no symptoms of disease. The cut is still healing. I know it normal to get this when the female is not wet enough from sex.

As you rightly pointed out, it could be an abrasion happened during sex, when the girl had not adequate lubrication or due to a wrong insertion. In this case some antibiotic cream will be of use to facilitate healing. A total abstinence from all sorts sex activities is a must. Otherwise healing will be delayed considerably.
Another possibility is an yeast infection which can be manifested as a cut injury or a crack or fissure.
In that case it can be diagnosed with certain investigations and can be treated with appropriate anti-fungal antibiotics both by topical and oral route. Your partner also to be examined for yeast and to be treated appropriately and simultaneously. In this situation also, abstinence is very important till get a complete cure.
