Brief Answer:
Examinations are necessary to achieve a diagnosis.

Detailed Answer:
Hello and thanks for using HCM.

I have read your question and understand your concerns.

In my opinion, first, arteritis (blockage of a vessel by atherosclerosis) of the affected leg should be considered and evaluated further by Doppler ultrasound.

Second, a pinched nerve in lumbar region may result in calf region pain too.

Clinical evaluation by your mother's primary care Doctor is necessary to understand better your mother's condition.

If these conditions will be excluded after such evaluation, a stretched/pulled muscle or tendon may be the culprit.

Treatment depends on diagnosis.

Hope you found the answer helpful.

Let me know if I can assist you further.

Kind regards.
