Question: I am concerned about a blood vessel that appears to have ruptured in my fathers eye, should i make him see a doctor?

It seems from the history that your father is having a ruptured blood vessel in the eye.
This can be subconjunctival haemorrhage.
If there is no pain and blurred vision, it confirms the diagnosis.

This will resolve over 3-4weeks and no treatment is required.

However this requires evaluation to look for underlying causes like diabetes, hypertension...
