Question: have had this for years now on my penile shaft. been told not to worry about it. its anoying me. bit embarrassing. somethings bleeds. looks like a tiny blood blister. what could it be.

I have gone through the photo and given description.
It appears to be bacterial infection like folliculitis .I would have suggested topical antibiotics like mupirocin cream twice daily after cleaning area with warm water.You can take analgesics like brufen. They are known for recurrence.
Do not trim hair too short.
Maintain genital hygiene. Wear loose cotton innerwears.
