Question: My Mom Has a foot rash thats,been going on fir a few weeks now.Shes applied Cortisone Cream and Neosporin exena cream at different times but it hasn't gone away yet.Any suggestions?

Welcome to healthcaremagic
I have reviewed the attached photographs and your mother has developed lichen simplex chronicus.
It is a chronic type of eczema charactersised by hyperpigmentation, thickening and itching of the affected skin.
You have been using cortisone cream which is too mild a steroid to have any effect in this condition.
In this condition potent topical steroids like clobetasol propionate cream or betamethasone cream are effective.
They are used twice daily for 2-3 weeks continuously to be effective.
Apart from that she can take antihistaminic like tablet Chlorpheniramine 4 mg once or twice daily depending on the intensity of itching.
Steroidal preparations are prescription drugs and you need to see the doctor in person to get them.
