Question: Blood pressure is 116/59 and today I feel lethargic is my BP normal?

Blood pressure of 116/59 mm Hg is not abnormal generally. But if your normal blood pressure differ from this more than 20 mm Hg, then it is abnormal for you.
If the pressure difference doesn't exceed 20 mm Hg, you should look for another cause of your complaints.
