Brief Answer:
Symptomatic treatment + Alternative modalities...

Detailed Answer:
Hi,

I understand your concern. Yes, some individuals are highly sensitive to cold temperature and dust. Short exposure to these triggering factors are sufficient to cause symptoms. I would like you to know if you develop nasal congestion / blocked nose or XXXXXXX breathlessness. Do you develop cough after exposure too?

Based on your current description, I shall assume your symptom is limited to blocked nose. In such cases I suggest symptomatic treatment with anthistamine + steroid nasal spray during exposure. A short course of oral antihistamine drugs like levocetrizine once a day for few days will benefit you especially if the symptoms are severe.
In the meantime, I also recommend my patients to consume plenty of fruits and vegetables to boost immunity. You may also consider yoga / pranayama or other holistic approach from a relevant and qualified expert. It might help.

Lastly, though it may not be absolutely possible keeping away from dust and keeping yourself warm with warm clothes and covering during cold environment / AC vehicle travel is the gold standard approach while dealing with such problems.

Hope this helps. And yes, let me know if you have XXXXXXX breathlessness and cough and I can guide you accordingly.

Regards
