Detailed Answer:
Hello!

Thank you for the query.

In my opinion, it seems that you should have this surgery. I assume that due to a scar, you have a kind of obstruction in the urinary tract. This is the reason you can get an infection easily. The scar and narrowing causes impeded urine flow and results with urine retention in the bladder. Urine which stays for longer than usual time in the bladder gets infected (urine flow simply flushes the bacteria out). Another reason why you are prone to infection is diabetes. Sugar (glucose) in the urine is a great food for bacteria.
So this makes you double prone to urinary tract infection. And infection is what can cause kidney failure. And so is impeded urine flow (if the urine can not get removed freely, the pressure in the urinary tract rises and causes kidney destruction). Diabetes has also its impact to kidney condition as well.
So in simple words not getting the operation done you put your kidneys on the risk of its destruction and failure.

Hope this will help. Feel free to ask further questions.
Regards.
