Question: Son said condition is the result of a popped bluster. Treat w/ OTC or prescription?

Your sons picture shows a ruptured blister on the second toe. This area looks very macerated meaning mangled and wet. There is probably too much pressure on his toes from wearing shoes too tight. I would recommend that he not wear shoes for a few days and let the area heal. If the area starts to turn red and swells then he may have cellulitis complicating the blister. If that happens he needs to see his medical provider and start oral antibiotics.

In summary
1. macerated blister 2nd toe
2. Keep area clean with soap and water
3. Wear open toed sandals for 1 week or until healed
4. If it becomes infected start oral antibiotics from your medical provider

OTC treatment would be soap water and possibly Neosporin. But you need to be careful with neosporin because people can have allergies to it and cause worsening of the area. So I usually just recommend soap and water
