Brief Answer:
Get examined and investigated by a neurologist

Detailed Answer:
Hello,
I have gone through your question and understand your concern.
In view of previous surgery and seizures, neurologist will be preferable as against to ENT specialist for vertigo.
Sometimes, complex partial seizures may manifest as vertigo.
Get examined and evaluated.
Wishing you good health and early recovery.

I also have noticed a sort of fluttering in my heart beat during or after spinning/dizzy episode, is that indicative of vertigo via CPS manifestation?
