Question: Severe pain in the muscles of the right side of the neck and radiating into the upper shoulder. Could it be a cardiovascular event?

If you anxiety, severe sweating though it's cold out there, left arm pain or heaviness in chest or at least fatigue you can test for cardiovascular event.
However if you are diabetic all of above may not fit and still can have event.so get massage done and hot water shower if it relieves else get it examined.
