Hi, welcome to HCM, good question.

When the pressure inside our arteries goes up, there is increased flow of blood and it reflects all over the body including skin. Because of increased flow there is heat generated and we feel 'hot'. You probably have more fat in your thighs than elsewhere so feel this heat more there.
