I have reviewed your query and here is my advice.

In my opinion if you are working out at home, then no need of mask.
If you are running on road or public place, then mask is mandatory as COVID is more deadly then temporary low oxygen levels
If you are at a gym, then also mask is mandatory as per law.

Otherwise wearing a mask during workout can cause low oxygen and high carbon dioxide levels in blood. But COVID-19 is much more deadly then this risk.
