Brief Answer:
Depends on comorbidities

Detailed Answer:
Hi and welcome.
It depends on comorbidities and if there are no associated heart and breathing difficulties then there is no risk for someone with ascites to take a flight on shorter routes, 5-6 hours. In cases of associated disease or signs of liver insufficiency,he should consult doctors about ability to travel. Wish you good health. Regards

Does risk increase with longer flying time? flight in question would be a total of approx 18-19 hours in the air with a 3 hour break after about 10 hours of flying.

Brief Answer:
It should be fine

Detailed Answer:
It should be fine if there is pause between flights. If you ask me,there is no problem with ascites unless it compromises breathing.
