Is Anaesthesia Safe For A 3 Year Old Infant For Dental Issues?

Question: I have a 38 month old daughter as severe dental decay. She lives in Philippines. The dentist wants to use anesthesia. It will be done at the hospital here in Philippines at a small province. I don't think the anesthesiologists as put kids like my daughters age under before.
Should i be concerned?
What should I be asking the anesthesiologist?

She is healthy.
She will be having dental caps on front teeth and fillings on molars.
The only reason for using general anesthesia is my child is scared. I don't know what kid of general anesthesia that will be used.
Im really concerned is that maybe the anesthesiologist never use general anesthesia on a three year old.
