Question: I have an itchy redness in my scalp. Dandruff shampoo, and green tee shampoo, neosporin, nizoral and other otc products do not help. Is this a fungus? Do I need to see a desmatologyst?

Hello and welcome to ask a doctor service. I have reviewed your query and here is my advice.

Perhaps you have either Seborrheic dermatitis or Scalp psoriasis. Both these conditions present as red, scaly patches on the scalp along with itching. Seborrheic dermatitis has a dull red appearance with yellowish greasy scaling whereas scalp psoriasis presents as deep red, thick, dry, scaly patches which are well defined and may extend beyond the hairline or appear on other parts of the body like elbows, knee, lower back and hands.
I would suggest you to use a Coal Tar and Salicylic acid based shampoo. In addition I suggest you to use a potent topical steroid lotion e.g clobetasol propionate 0.05% lotion with or without salicylic acid, twice daily on scalp to help resolve stubborn scaling, redness and itchiness. Both of these are prescription medications and therefore you would require to see your General Practitioner.
