There are two important issues with you which are  contributing to your problem of sticky mucus which you are not able  to clear.
1.. Your smoking seems to be the main culprit.Chronic smoking results in chronic obstructive pulmonary disease( COPD ) which results in chronic bronchitis and emphysema. This results in weakening of lung tissues causing loss of lung functions and inability to clear your mucus effectively.
2...presence of acid reflux.

You have to stop smoking to control your cough and phlegm.
Avoid cold drinks
Take care of your hydration and take more of hot liquids.
Take regular steam inhalation
Keep your head elevated while sleeping in night
Sleep after three hours of your dinner.
Get pneumonia vaccine.

I hope to have answered your query however you may revert to me for any additional concern.
Best of luck
