Brief Answer:
As discussed in details below.

Detailed Answer:
Hi.
Thanks for your query and clear picture of the scrotum.
To recapitulate: Male/20 - tried to cut out the cyst on the scrotal skin - was unable - skin damaged - does not hurt - it is annoying to have...

The history and picture clearly show that there is an injury to the skin, sebaceous cyst elevating the skin and looks to be attached with edema of the skin around.

I would advise you the following:
Since there is no pain, there is no urgency as such, you may please do the following:
Clean the area with plenty of tap water and make it dry with a cotton clothe or hair dryer.
Then apply Solution Povidone Iodine to the whole scrotum.
Stop touching or fondling the cyst and skin nearby to allow healing and many a times a proper healing may occur on its own.
If the resolution does not start within 3 days, you may please consult your Doctor, get a reference for the Dermatologist or a General Surgeon as the practice may be prevailing in your area and get a proper dose of medication and excision if advised so or if you want this way.

I hope this answers your queries and helps you for complete recovery. Please feel free to ask for further relevant queries if you feel that there is a gap of communication.
