Brief Answer:
seborrhoeic dermatitis is the likely possibility

Detailed Answer:
Hello. Welcome to Healthcaremagic.com.
I have read your query.
I understand your concern.
As per details, the most likely possibility for your symptoms is a condition of skin called Seborrhoeic dermatitis.
It is characterized by scale deposits which appear as dry looking skin on background of mild erythema involving eyebrows, upper eyelids, area below eyes, cheeks, sides of nose, area behind the ears.
It is due to allergic reaction to the scales shed from the scalp otherwise known as dandruff. Sometimes it may be seen without visible dandruff in scalp.
In such cases, I prefer to advise topical cream containing clobetasone and micogel to be applied over the affected area.
For scalp, anti dandruff shampoo containing ketoconazole is advised.
Do not put oil in hair.
You can share my opinion with your doctor.
I hope it helps.
Stay healthy.

Thanks for your suggestions. Please can you advise some Product name/cream name which I can ask medical shop for directly. Also would be very helpful if you can advise any shampoo name which is available in market with suggested "ketoconazole".

Thanks a lot for looking into this.

Thanks

you need to have prescription to buy..

Detailed Answer:
Welcome back. It's my pleasure to help you.

The medications that I suggested are not available over the counter. Further you need local doctors help to know the locally available brands. Therefore I suggest you see a doctor nearby. You can share my opinion with him / her. If he also agrees, he will give you prescription.
These products should be used only under supervision.
