How can penile frenulum after circumcision be removed?

Question: I'm 37 and have a frenulum due to circumcision when I was a baby. It hasn't bothered me until now, it's on the upper part just before the glans. My questions are, can it be removed? What is the recovery time? Who to see to get it removed and what is the average cost involved?
