Brief Answer:
Can be rotator cuff tear.

Detailed Answer:

Hello,

Having limited mobility of the arm with persistent pain even after three weeks of injury suggests a rotator cuff tear at the level of shoulder or tendonitis.

Direct examination and MRI scan are needed for proper diagnosis of the condition. You need to attend an orthopedician for proper investigations and further treatment.

Hope I have answered your query.

Take care
