Fertility clinics are usually staffed by reproductive endocrinologists, though there are urologists who are trained in fertility problems (known as Andrologists). Either one should be able to start the evaluation and hopefully narrow down what might be causing the decreased semen, including determining whether low testosterone is the cause. The important thing, whether you see an endocrinologist or a urologist, is that they are trained in fertility issues, as they would be the experts in evaluating a decreased semen level.
