Brief Answer:
It is not true.

Detailed Answer:
Hi,

Thanks for your question.

After going through your question, I can understand your concern.

Type 2 Diabetes is due to combination of
1) insulin resistance : Body tissue developed resistance to action of insulin. In that case body requires extra insulin to maintain blood glucose levels under control.
2) Pancreatic Beta cell failure : Beta cells of pancreas which secrets insulin fails to secret insulin in adequate quantity to counteract insulin resistance and to keep blood glucose level under control.

When blood glucose levels rises there is extra work on pancreatic beta cells to secret insulin. Persistent high blood glucose level causes exhaustion and inflammation of pancreatic beta cells. In such case supplying ready made insulin from out side helps in restoration of pancreatic beta cell function.

So insulin along with oral medications is the choice of treatment in case of very high blood glucose levels in Type 2 diabetes. Once blood sugar level comes down according to body's response insulin can be stopped with adjusting the dose of other antidiabetic medicines.

In Type 1 diabetes insulin is the only treatment option available.

Hope this helps you.
