Brief Answer:
Usually no, if it prevents from coitus and ejaculation then yes

Detailed Answer:
Hi

Thank you for asking Health care magic forum.

I have gone through your query.
Tight foreskin usually doesn't prevent pregnancy. But if it prevents you from normal intercourse or ejaculation then yes. If you having a normal intercourse with semen coming out normally then no problem for conception. But sometimes the tight foreskin causes semen to come without force and slowly, this may cause decrease in chance of conception.

Applying corticosteroid ointments like betamethasone locally and stretching exercises will help in mild to moderate cases of tight foreskin. But if that is not helping then you can go for a circumcision which will give you a definite cure.

Hope this may help you. Let me know if anything not clear.
Thanks.
