It depends on the power of the laser/light and also the time of exposure.
If those are lights in the streets, or the pocket laser then the people who approved them have made sure the they don't damage the skin.

But they are some lasers powers used for curative purposes, and some other which destroy the skin or eyes, if the eyes are exposed for some time under a certain power.
