There has not been a lot of research analyzing how much motile, viable, sperm are in pre-ejaculatory fluid, but a recent study concluded the following:

"Although our pre-ejaculatory samples often contained sperm with equivalent concentration and motility to what would be regarded as fertile in ejaculatory samples, the actual number of sperm in the pre-ejaculates was very low. We are unable to say how this finding might translate into the chances of pregnancy if these samples of pre-ejaculate were deposited in the vagina except that the chances would not be zero. All but one of our pre-ejaculatory samples contained fewer than 23 million sperm, and values as low as this were seen in ejaculatory samples of less than 2.5% of men whose partners conceived in less than 1 year (Cooper et al., 2010). We did not, however, ask our volunteers to attempt to collect all their pre-ejaculatory secretions but merely to obtain a drop on a Petri dish, and it is possible that some of them emitted more than was collected"

The conclusion of this study was that there is motile sperm in pre-ejaculate, it is difficult to say how much from one man to the next, there is the risk of pregnancy from pre-ejaculate, and recommendations are for men to wear condoms prior to any vaginal area contact.

Thank you. I put mine under a microscope like 100+ times and saw nothing moving I went as high as 1000x. Eventually I started to see tiny dots. It might have just been dust on the slide. Because it didn't seem to have a tail or move. There was only a few. Which makes me wonder if there is even sperm in it. The actually ejaculate on the other hand was a different story there were way more than I could count and they were swimming all over the place tail was easy to see. Out of the 27 samples 11 contained sperm. 10 had motile sperm in that study. Does it really just vary from man to man. After all the fluid made doesn't even come from were the sperm is it also said they may have used actually ejaculate due to inability to produce pre ejaculate. Doing my own study I can say I don't there is in mine. I even put a tiny tiny drop of semen. To see if maybe I just wasn't producing enough pre ejaculate for the microscope to see them but even in the tiniest drop of semen I could see them. So I think mine doesn't

Count may be too low to see in the fluid.

It's possible that your count is very low so that in a given drop there were none to see.

What variables determine whether a particular man has motile sperm in the preejaculate and whether it varies from time to time or with other conditions does not look like it has been studied extensively. It's possible that you would be OK practicing coitus interruptus, but if you want to play it safe, still use a condom.
