HIV antibody tests are very accurate (99.9%) and 4 years are too long period many fold more than the usual window period (three months) for HIV , So rest assured about it , if an HIV antibody test comes negative after four years of time, then the person is an HIV negative person for all purposes.
I have not heard or read any HIV test coming positive after 4 years.
