I read your query and here is my advice.

I think this can be related to chronic cervical spine nerve compression possibly chronic degenerative disc disease or advanced spinal stenosis. This can compress nerves and also may cause inflammation . This makes you feel this sensation of fluid running down arms and possibly low intensity pain.
You can do a cervical x-ray or better an MRI to see the possible conditions causing it.
