User :   i can retract the foreskin.. but only about 30% of the glans can be seen.. i cant retract it completely over..

User :   so now we've moved from ballanitis to phismosis...
Doctor :   and the cause is either congenital (by birth) or acquired (got later in life due to infection)
User :   let us assume that it is congenital... what is the solution?
Doctor :   the exact diagnosis can be made out only after an examination. what I suggest are possibilities based on the symptoms you describe
Doctor :   and balanitis is a probable past infection that i suggested, do not get confused with it being a current diagonis

Doctor :   and treat it by conservative measures like ointments and creams

Doctor :   and if these fail, then surgical method should be used which is similar to circumcision depending upon the extent of the problem.

User :   because i find that my hair falls a lot when it is long
