TIA (transient ischemic attack) could be mild, moderate or severe. Mild and moderate may not present with serious symptoms of stroke but severe could be a stroke. So the severity of the TIA will boil down to giving a stroke. The condition on its own usually have symptoms that disappear after a short while. It is a risk factor of stroke.
