Thanks for query. You have not mentioned whether you have any other symptoms like palpitation, sweating,pain in chest ,uneasiness etc.
The pain in shoulder blade could be either due to cardiac problem like angina pectoris or may be due to muscular pain.
Please consult general physician or cardiologist and get your ECG done to rule out any cardiac problem and for further treatment.

1. Cervical spine problem.
2. Local problem.
The presence of a neurological symptom is more suggestive of cervical spine problem.
You need to undergo
1. Clinical evaluation from a orthopedic surgeon.
2. Undergo a few radiological investigations.
