Prednisolone is a steroid as you may be aware. It can cause red or purple blotches or lines under the skin. You must report this to your doctor.

I've got a redblotch on top of my left foot. It is slightly raised, smooth, doesn't itch. It feels a bit like scar tissue when I rub my finger on it.

A red colored raised lesion with a scar tissue like feel on the dorsum of the foot could be due to some kind of trauma or irritation.
See that your shoes do not bite your foot.
Visit a physician for clinical examination of the lesion.
In case a skin lesion is suspected, a skin lesion will help to know the character of lesion and hence its treatment.
