Suggest The BP Levels Low BP

Hi my questions is in regards to my 81 year old mother in law. She is on several medications to lower her blood pressure and reduce her water retension. She is on a morphine patch due to back problems. She is no saying her blood pressure is 130 over 150. Can the lower number ever be higher than the top number?
