Develop rapid heart rate while resting

It is a bit high. There are many factors to cause this resting tachycardia - hyperthyroidism is one among it.
When I have 117 bpm in my heart is it good or bad?
This depends on what you are doing at the time. If you are resting and relaxed then 117 is a little fast and if it continues, I suggest you see your doctor. If you are exercising then this is a normal heart rate.
