Is It Normal For Penis Surface To Have A Visible Vein And Can It Cause Poor Erection?

I am 18 years old and have not been able to achieve or maintain an erection since shortly after reaching puberty. When i become aroused, my penis does not stand erect. It does get larger, and hard, however it just hangs there, pointed down towards the ground. There is a LARGE, VERY visible vein that goes from the base, alongside the top of my penis halfway, then goes to the right and makes some sort of loop; and it does not look natural. the vein somewhat looks like a giant representation of the letter 'p'. Is this normal?
I don't know how to approach my parents about this issue... and would like to know if it's possible for me to see a doctor on my own...
Where would i go about this problem? (to what kind of doctor?) Could anyone give me any specific places near Joliet, IL ?

Good day and you may have a condition what we call chordee. This can be corrected by a simple surgery to release the band that is keeping your penis from fully erecting. I think it is not the vein that is causing this penile deformity but rather a tight band of tissue under your penis. The vein might be engorged because of the deformity also and cannot be fully straight.
