The rashes could be due to bacterial infections. If the bumps present pus in them then you may have to get him on antibiotics.

Hard and tender bump bump is usually related to a local infection. This may be due to infection of the hair follicle.
Leakage of clear fluid in lower leg
Infection of lower limb will cause blisters in some leaking clear fluid.
If there is trauma,it might have cut the lymphatic vessels leading to leakage of fluid.
Please take a broad spectrum anitbiotic with anti inflammatory drug.
IF the limb is swollen,elevation of it will help.Bedrest is essential.
