It could be an Urinary Infection . I advise you to get Urine routine test done and revert back . Drink Plenty of fluids and if bleeding increases consult your doctor immediately .

Your symptoms are pointing towards either a urinary infection involving the bladder or a stone (less likely).
The first step will be to get your urine checked for blood and pus cells (WBCs). If there are more number of pus cells, then urine infection is more likely. If the urine is normal you need to get an ultrasonogram of kidneys and bladder.

When i urinate then wipemyself theres a dark brown discharge left on the tissue
The dark brown discharge noted may be dried or old blood.
If you are only noting this with urination and your menstrual cycle is not expected at this time then it would be called hematuria.
