Can Nystagmus Be Accompanied With A Central Nervous System Or Congenital Problem?

Ever heard of nystagmus and constant drunk roller coaster feeling starting in back of head...having a Dr call it a central nervous system problem? Drugs have no positive effect. Have been told it could be congenital so if that s true..it got worse in 2007....progressively worse since.
