Well there can be many reason for vertigo like benign paroxysmal positional vertigo , meniere s disease , Vestibular neuritis , acoustic neurome , migraine or stroke . As you mention that you have neck and chest pain also , which indicate some kind of serious problem like transient ischaemic attack and need immediate medical attention . I would suggest you to consult ENT specialist for proper diagnosis . Doctor may order test like dix Hallpike test to confirm the diagnosis and also check vitals .
