Hi..
Welcome to HEALTHCARE MAGIC...

I have gone through your query and can understand your concern..

As per your complain delayed in eruption in bilateral cleft palate patient can be due to delayed milestones due to any syndromes while can be due to less space in the jaw due to cleft palate..
Hypoplastic or poorly formed palatine bone can also be a cause.

It can also be due to a rare developmental condition known as Anodontia..

For ruling out the exact cause, you should consult a Pedodontist and get evaluated and a thorough clinical evaluation and investigations like a Panoromic x ray can help in diagnosis and treatment can be done accordingly..

Hope this information helps..

Thanks and regards..
