Will The Scrotum Be Affected Due To Degenerative Disc Disease?

I have degenerative disc disease - eleven bulging discs pressing on my spine. With various symptoms such as electrical shocks and burning in my feet, legs and thighs - recently a similar sensation has been experienced in my left scrotum. The tissue of the scrotum appears in perfect condition. Are these latter symptoms affecting the scrotum related to degenerative disc disease?

Very rare question:
Yes, the pains are due to the degenerative disc syndrome.
But it will not affect the vitality of the testes or related structures.

So do not worry about the internal structures , they have no direct relation to the internal structure or even the skin.
Your posting of the MRI report of the spine would have helped me more to give a better answer.
