Why Is MRI Not Revealing Disc Disease At L4-L5 And L5-S1?

I am reviewing a request for an ESI at L4-5, L5-S1. However the MRI states disc disease with annular tearing at L5-S1 and abutment of S1 nerve root. Why would the provider ask for levels L4-5 and L5-S1 when the MRI reveals no disc disease at that level?
