hi, welcome HCM,
Nasal blockage has many causes ,Medical causes include the common cold (viral infection -- a temporary cause), bacterial sinusitis, allergy, sensitivity to dust, smoke, pollution and other irritants.
Chronic nasal obstruction must be evaluated by a specialist prior to treatment so get yourself checked by ENT doctor. take care

Hello
Welcome to HealthcareMagic. A more or less constant running nose or feeling of nose blocked with occasional phlegm while having no cough and chest intact are generally symptoms of upper respiratory tract. You must be having something called as Hay fever, or something else of allergic grounds. It generally flares in particular seasons. YOu may correlate with your background history. Anyways , for all these you may go to a ENT specialist or else allergologist or even a chest physician or a general physician can guide you. Take care.
