I went through your details. Developmental disorders is a group of psychiatric conditions originating in childhood that involve serious impairment in different areas. In this case your child could be troubled from communication disorder. Young children with communication disorders may not speak at all, or may have a limited vocabulary for their age.
There are many areas required to be tested. Communication disorder could happen due to autism spectrum disorder, Aspergers, expressive language disorder, mixed receptive-expressive language disorder, aphasia etc.
For every communication disorder, effective treatment is available. I suggest you to consult an ENT surgeon first who will provide you the necessary guidelines.
