What Does This A1C Value While On Prednisone Indicate?

I have been taking 20 mg or more daily of prednisone to control symptoms of RA while my rheumatologist and I try to figure out which drug will control the RA (Enbrel quit working). I just had an A1C test and the results were 6.7, which is higher than normal. I know that prednisone can raise blood sugars. Does the 6.7 reading necessarily mean I have diabetes?
