What Does Recurring Sack Of Fluid On White Of Eye Indicate?

hi my partner gets reccuring sack of fluid (slightly yellow in colour)on the white of her eye,it resembles a water blister, is very irritating and sore what can it be? she is in prison and the prison doctor keeps saying there is nothing wrong with it!

It appears to be bacterial conjunctivitis. Need to apply antibiotic eye drop like ofloxacin.3% 4times daily.Clean the eye with fresh water and sterile swab.
